Lord Benyon, the Lord Chamberlain, issued the letter on behalf of the King, and it was distributed to Harry’s team as well as to officials who might be involved in planning official visits. Palace sources say the purpose is to prevent any ambiguity about the couple’s status now that they are back on British soil.
Letter Reinforces ‘Private Citizens’ Status
According to Newsweek, which obtained the text of the letter, the document describes the Sussexes’ position as “akin to private citizens with commercial and charitable interests.” It also notes that the couple’s titles as His and Her Royal Highness remain unused — a key signal that they will not be acting in an official capacity.
The letter reportedly reiterates that the arrangement struck in January 2020, when the couple stepped back from royal duties, remains fully in effect. That agreement — sometimes called the Sandringham Agreement — was designed to prevent a “half-in, half-out” role where Harry and Meghan could draw on royal status while pursuing outside commercial ventures.
The clarification comes just weeks after Harry and Meghan moved back to Britain with their children, Archie and Lilibet, following six years in Montecito, California. The family is said to be settling into a privately owned home outside London, while also keeping their California residence and a property in Portugal.

The couple’s relocation in late August followed a reported private meeting in July between King Charles, Queen Camilla, and the Sussexes at Highgrove House — the first family gathering since the bitter rift that followed the couple’s departure from royal life and their subsequent public criticisms in Harry’s memoir and their Netflix series.
The letter to officials is seen as a firm response to any speculation that the move back to the UK might herald a softening of the royal stance or a gradual return to official duties.
