Rep. Steve Cohen (D-TN) introduced an expansive resolution containing 26 articles of impeachment against President Donald Trump, an effort his office and supporters are describing as a preview of what a Democratic-controlled House might pursue if the party wins back the majority in November’s midterm elections, according to a Newsweek report highlighted by Breitbart News.
A Lame-Duck Democrat’s Sweeping Indictment
Cohen, who serves on the House Judiciary Committee and is not seeking re-election after redistricting made his Tennessee seat difficult to defend, filed the resolution on Thursday. The articles span nearly every facet of the administration’s second-term agenda, touching on military operations off Venezuela’s coast, the deployment of federal forces to American cities, executive orders ending birthright citizenship, and mass deportation policies.
“Trump is clearly the most impeachable President our country has ever endured,” Cohen said in a statement. “His continued presence in office is a danger to our democracy.”
He argued that the Republican majority’s refusal to act does not relieve him of his own obligations. “That the sycophantic Republican majority in Congress is derelict in its duty does not mean that I must abandon my responsibilities,” Cohen said. “I took an independent oath to support and defend the Constitution. That commitment compels me to introduce this resolution today.”
Cohen added that when historians look back on this period, “and our constituents ask who stood up to President Trump’s lawlessness, this resolution is the answer.”
Timing and Political Context
The resolution arrives nine days after the House voted 232-147 on September 15 to shelve motions filed by Rep. Al Green (D-TX). Like Green’s earlier effort, Cohen’s measure stands virtually no chance of advancing in the current Republican-controlled House and will likely be tabled as well.
Cohen, however, openly framed his articles as a roadmap for the incoming 120th Congress. “I sincerely believe that the 120th Congress will better live up to its duties as co-equal branch of government and a check on the executive,” he said. “I hope this resolution paves the way to accountability. We cannot tolerate this kind [of] lawlessness and corruption.”
If Democrats win the House gavel in November, the document would effectively function as a pre-packaged oversight blueprint, allowing the next Congress to move immediately on constitutional challenges rather than drafting a strategy from scratch.
Inside the 26 Articles
The articles cover a wide range of allegations. Among them: undermining democracy by sowing doubt in elections; waging war on Iran without congressional approval; extrajudicial killings in international waters off Venezuela; deploying military forces against U.S. cities; and the birthright citizenship executive order.
Several articles focus on immigration and the courts, including disregard of court rulings involving the Alien Enemies Act and Kilmar Abrego Garcia, cruel and unusual punishment at CECOT detention facilities, and defying court orders in immigration enforcement.
Others target spending and the federal workforce: canceling federal grants to punish states for their votes, imposing loyalty tests on federal employees, unlawfully withholding appropriated funds, dismantling congressionally established programs, obstructing the lawful appointment of U.S. attorneys, abolishing the Department of Education, and mass termination of inspectors general without statutory notice.
The resolution also alleges illegal impoundment of appropriated funds, unilateral taxation of U.S. citizens through emergency powers tariffs, and an IRS settlement involving corruption of the Judgment Fund.
A separate cluster of articles addresses what Cohen characterizes as political prosecutions of James Comey, Letitia James, and Adam Schiff, corrupt use of the pardon power, banishing reporters from the White House over disfavored coverage, coercing CBS and ABC to change editorial content, retaliatory executive orders against law firms, and coercing universities through withheld federal funds.
The final articles include demolishing the White House East Wing without congressional approval, self-aggrandizement through renaming public institutions, seizure of civic property, personal appropriation of national currency, and emoluments violations.
A Preview of a Midterm Reckoning
The breadth of the resolution underscores how thoroughly Cohen and like-minded Democrats have mapped out potential oversight targets. Unlike a symbolic protest, the document lays out specific legislative architecture that a future majority could act on immediately.
Republicans are expected to relegate the articles to procedural limbo, just as they did with Green’s motions. But for the Democratic base, the resolution serves as both a rallying cry and a promise of what could follow a shift in power.
Cohen will not be in Congress to see any of it through. In May, Breitbart News reported that he ended his re-election bid after redistricting made his seat unlikely to remain in his column. Even so, his resolution ensures that if Democrats take the House in November, day one of the 120th Congress could begin with a ready-made constitutional confrontation.
