An independent research project has uncovered what it describes as extensive links between Britain’s infamous child rape grooming gangs and organized crime networks operating across the country, according to a report published this week. The project, dubbed the “Network Map,” claims to have identified at least 150 criminals or organized crime groups that have aided grooming gang members, using publicly available police and court records, interviews with survivors, and information from campaigners and journalists.
The findings, which were launched online this week, aim to provide a fuller picture of the nature of grooming gangs than previously offered by police or earlier reports. The project says it has connected over a thousand grooming gang predators to drug networks, family members of organized crime groups, and even “notable individuals” such as councillors and police officers with alleged mob ties.
Researchers behind the project say these connections were crucial in trafficking grooming gang victims across the country. While some links were to be expected — grooming gangs often plied their underage victims with alcohol and drugs to coerce them — the scale of these connections had not been laid out before. The project’s authors have requested anonymity, fearing retribution for exposing criminality up and down Britain.
London Trafficking Routes Identified
In addition to tying grooming gang members to specific criminals or their associates, the project identified specific routes used by organized crime groups to traffic young girls throughout the country, notably including multiple routes in and out of London. The capital has long been rumored as a potential hub of grooming gang activity, and it is set to be a subject of an impending statutory inquiry alongside other known hubs such as Bradford and Oldham.
The inquiry was reluctantly launched by the previous government of Sir Keir Starmer, following a report last year by Baroness Louise Casey. The Casey review found that Pakistani Muslim men were significantly overrepresented among grooming gang offenders and that they appeared to have specifically targeted white British girls from disadvantaged backgrounds. The review also confirmed previous assertions that police and local officials had downplayed or directly covered up the exploits of grooming gangs out of politically correct concerns, including fears of being labeled racist or sparking ethnic tensions.
Political Fallout Looming
Should the inquiry uncover grooming gang operations in London, it would likely prove politically damaging to Sadiq Khan, the Pakistani heritage mayor who has publicly claimed that the city he governs does not have a grooming gang problem. Khan has, however, admitted that London suffers from other organized crime, including so-called “county lines” drug trafficking groups. Both Khan and recently installed Prime Minister Andy Burnham — who previously served as Mayor of Manchester — have faced accusations from campaigners of covering up grooming in their cities.
Khan faces a re-election race in 2028, and Burnham, who took office as prime minister, has also faced scrutiny over his past handling of grooming cases during his time as Manchester’s mayor. The Network Map’s findings, which tie grooming gangs to organized crime on a national scale, could intensify pressure on both politicians and the broader establishment to address the systemic failures identified in previous inquiries.
The project’s authors say they hope the map will help the public understand the scale of the networks that facilitated the abuse of thousands of young victims, many of them vulnerable white working-class girls. They also stress that the links between grooming gangs and organized crime have been underappreciated, and that this connection is critical to understanding how victims were moved across the country and why the abuse was able to continue for so long.
“We are not just talking about isolated groups of men,” the researchers said in a statement. “We are talking about a network that spans cities, that has connections to drug trafficking and other serious crime, and that has, in some cases, reached into local government and even the police.”
The statutory inquiry is expected to examine the handling of grooming gang cases in several cities, including London, Bradford, and Oldham. The Network Map’s researchers say they have submitted their findings to the inquiry, which they hope will shed light on the extent of organized crime involvement.
