Immigration and Customs Enforcement arrested nearly 51,000 people in August, a record monthly total, after quietly overhauling its deployment strategy to avoid the large-scale protests that had previously drawn widespread media attention, according to a New York Times report highlighted by Breitbart News.
The shift began in June, when ICE stopped prioritizing fixed bases in major cities that had served as focal points for activists and instead sent officers into small towns, suburban construction sites, truck stops, laundromats, airports, hospitals, and areas near schools. The agency fanned out to nearly every state, from desert towns in Arizona to the plains of Wyoming and across the South, the Times reported.
From Blue-City Showdowns to Everywhere All at Once
The change came as ICE sought to fulfill President Donald Trump’s 2024 campaign promise of mass deportations. Arrests climbed to roughly 49,000 in June and then to almost 51,000 in August, according to ICE figures cited in the report. The numbers represent a dramatic increase from earlier in the year and have been achieved with far less public confrontation than previous operations.
David Bier, director of immigration studies at the Cato Institute, told the Times that the Department of Homeland Security deployed several new tactics that deprived left-wing groups of opportunities to grandstand.
“This gradual rise everywhere all at once, through a lot of means, is enabling the operation to fly under the radar,” Bier said.
The strategy also relied more heavily on cooperative agreements with local law enforcement agencies across the country, rather than launching high-profile named operations in deep-blue cities where pro-immigrant extremist groups are concentrated.
As a result, arrest numbers surged in states that had not previously seen large-scale operations, including Oregon, Montana, Hawaii, New Mexico, Vermont, and New Jersey.
DHS Touts ‘Promises Made and Promises Kept’
The Department of Homeland Security praised the results in a statement, saying, “This is promises made and promises kept in action. The results speak for themselves.”
In June, DHS highlighted on X that deportation flights had reached a record high, replying to a post from the Washington Examiner noting that nearly 900,000 illegal aliens have been deported since the start of the Trump administration in January 2025.
DHS added that the American people gave the Trump administration a “mandate to arrest and remove criminal illegal aliens,” and that under President Trump and DHS Secretary Markwayne Mullin, the agency would “continue to deliver.”
“Our message is clear: LEAVE NOW or we will find you, arrest you, and deport you,” the post on X said.
The New York Times report acknowledged the effectiveness of the tactics, noting that the usual loud protests and raucous headlines were largely absent during the summer surge. According to the Times, the quieter approach has allowed DHS to steadily increase deportation numbers without the intense public backlash that accompanied earlier, more visible operations.
The shift marks a notable change in how the administration is carrying out its immigration enforcement agenda, moving away from the fixed, highly publicized targets that once drew crowds of protesters and toward a dispersed, nationwide approach that is harder for opponents to organize against.
As the administration continues to tout its deportation record, the new tactics appear to be achieving both goals: boosting arrest numbers and reducing the media and activist outrage that had previously dominated coverage of ICE operations.
