Blackburn defeated U.S. Rep. John Rose and state Rep. Monty Fritts in the GOP contest, maintaining the steady polling lead she held throughout the primary campaign. She will face Democrat Jerri Green, a Memphis attorney, in the November general election.

The victory marks another milestone for Blackburn, who in 2018 became the first woman elected to represent Tennessee in the U.S. Senate. Before that, she served in the U.S. House starting in 2002, building a reputation as a reliable conservative voice within the Republican Party. She won reelection to her Senate seat in 2024.

Campaign Platform and Policy Priorities

Throughout her gubernatorial campaign, Blackburn focused on preserving and expanding Tennessee’s recent economic success. The state has added more than 400,000 residents since 2020 and consistently ranks among the top states for business climate.

Blackburn has also taken prominent stances on cultural issues, particularly regarding women’s sports. She has been vocal in her opposition to the Biden administration’s Title IX regulations, positioning herself as a defender of what she describes as protecting women’s athletic competitions.

These positions align with Tennessee’s recent political trajectory under Republican leadership, as the state has moved to the forefront of conservative policy implementation on issues ranging from education to gender policy.

Senate Seat Vacancy Ahead

Should Blackburn win in November, as political observers widely expect in the Republican-leaning state, her victory would create a vacancy in the U.S. Senate. Under Tennessee state law, the sitting governor would appoint a successor to serve until the 2028 general election, when voters would select someone to complete the remainder of Blackburn’s term.

The appointment process will be handled by whoever is serving as governor at the time Blackburn resigns her Senate seat, creating an additional layer of political maneuvering around the transition.

Green, the Democratic nominee, faces an uphill battle in a state that has trended increasingly Republican in recent election cycles. Tennessee has not elected a Democratic governor since Phil Bredesen left office in 2011, and the state has become solidly red in presidential and statewide races.
