Rep. Jamie Raskin (D-MD) made clear Sunday that impeaching President Donald Trump for a third time is very much on the table if Democrats reclaim control of the House of Representatives in November.
Appearing on NBC’s Meet the Press, Raskin told host Kristen Welker that impeachment remains a viable constitutional remedy for his party—and that they would not shy away from using it again.
“Impeachment is not a taboo with us,” Raskin said. “It’s not a fetish with us. We understand it’s not a panacea. It is a tool in the toolbox. We will not hesitate to use it if we need to use it.”
The Maryland Democrat also framed the impeachment power as part of a broader constitutional design, arguing the framers intentionally lodged it with Congress rather than the courts. “They wanted us to contextualize impeachment in the whole sphere of things,” he said, adding that Democrats must also focus on restoring healthcare access for Americans who, in his words, have been “thrown millions of people off their healthcare with the Medicaid cuts and the destruction of ACA tax credits.”
When Welker asked directly whether he believes President Trump has already committed impeachable offenses, Raskin was unequivocal.
“Undoubtedly,” he said. “We don’t have time to remotely scratch the surface.”
He then ticked off a list of grievances, including “going to war without a declaration of war” and “continually defying Congress in terms of our appropriation of money, stealing our spending power from us.”
Raskin also pointed to the recent demolition of the White House East Wing as evidence of what he called presidential overreach. “If you can bulldoze the East Wing, you can bulldoze the West Wing,” he said. “He believes that he is a king.”
The congressman went further, alleging that the administration has been “plundering money from our government in the most massively corrupt presidential administration in American history.”
Raskin’s comments come at a time when control of the House is hotly contested, with Democrats needing a net gain of just a handful of seats to flip the chamber. If that happens, Raskin—who served as the lead impeachment manager in Trump’s second impeachment trial—would almost certainly be at the center of any new impeachment effort.
Trump was impeached twice during his first term: first in 2019 over his dealings with Ukraine, and again in 2021 for incitement of insurrection following the January 6 Capitol riot. He was acquitted by the Senate both times, and his second term has seen no impeachment proceedings so far, given Republican control of the House.
The remarks are likely to reignite debate over the use of impeachment as a political tool, with Republicans already accusing Democrats of seeking to overturn the results of the 2024 election. Raskin, however, cast the issue in constitutional terms, insisting that Democrats are not pursuing impeachment for its own sake.
“We understand it’s not a panacea,” he repeated, “but it is a tool we will not hesitate to use if we need to use it.”
Observers note that any such move would require not only a House majority but also the political will to pursue charges that could be seen as unprecedented—impeaching a president who has already been acquitted twice in the Senate. Legal scholars are divided on whether a president can be impeached for conduct that occurred in a previous term or for actions that were already the subject of prior acquittals.
Still, Raskin’s remarks signal that Democrats are keeping impeachment in their playbook as they campaign for control of Congress. His focus on the East Wing demolition and alleged defiance of appropriations suggests a potential line of attack that could resonate with voters concerned about executive overreach.
The White House has not yet responded to Raskin’s comments.
