Rep. Andy Harris (R-MD) is calling on three of Congress’s most prominent Republican investigators to bring Dr. Terry Adirim before them and put her under oath, according to reporting by The Gateway Pundit.
Harris, a physician and former Naval Reserve medical officer, directed his request to Rep. James Comer (R-KY), chairman of the House Committee on Oversight and Accountability; Sen. Rand Paul (R-KY), chairman of the Senate Committee on Homeland Security and Governmental Affairs; and Sen. Ron Johnson (R-WI), chairman of the Permanent Subcommittee on Investigations.
The push comes as The Gateway Pundit marked the five-year anniversary of Adirim’s signing, on September 14, 2021, of an interchangeability memorandum stating that the Pfizer-BioNTech Emergency Use Authorization COVID-19 shot and the FDA-approved Comirnaty vaccine could be used interchangeably.
What the memo said — and why it’s drawing scrutiny again
The memo sat at the center of the Biden administration’s COVID-19 vaccine mandate for the military. Harris and others argue the document was both factually and legally flawed, and that its consequences for service members have never been fully examined.
“I changed what I was willing to say about the vaccines as the facts changed. That is what a physician does,” Harris said in a press release issued Sept. 15, 2026. “Our Warriors deserve the truth. Put her under oath. Let her look those service members whose careers were ruined and family members of the deceased that were decimated by her memo in the eye.”
The release also reiterated the central demand: “Put Adirim on the record about that destructive and unlawful memo and its human cost.”
According to figures cited in Harris’s press release, roughly 8,600 service members were ejected under the mandate, tens of thousands left early, another 20,000 retired early, and nearly a million were ordered to take the shot.
A veteran attorney: ‘Who was involved in creating the fabrication?’
Davis Younts, a retired Air Force lieutenant colonel and military defense attorney, told The Gateway Pundit that testimony under oath is an essential step toward accountability for what he described as an unlawful mandate issued by Biden’s Department of Defense.
Younts framed the core question bluntly: because the memo was, in his view, obviously wrong on the facts and the law, who was involved in crafting it?

“Thousands of military members had their careers ended because of this memo, so we need to know how it happened and who was complicit,” he said.
He added that every commander who relied on the memo should want to understand how it came to be, arguing they enforced an unlawful order rooted in part in that document.
Fauci comparison sharpens the political stakes
The press release drew a pointed contrast with Dr. Anthony Fauci, the former federal infectious disease chief whom Sen. Paul has investigated at length.
“Anthony Fauci got an autopen scribble pardon,” the release stated. “Dr. Adirim has no pardon.”
The line landed as a direct appeal to Paul in particular, whose oversight work on Fauci has been a recurring theme in Republican-led COVID-19 inquiries.
Lt. Col. (ret.) Ivan Raiklin, a constitutional attorney, former Army Green Beret, and past Defense Intelligence Agency instructor, amplified the request on social media. Raiklin highlighted Harris’s role as chairman of the House Freedom Caucus and asked whether the new push for transparency could prompt Defense Secretary Pete Hegseth and Health and Human Services Secretary Robert F. Kennedy Jr. to accelerate their own investigations into reported harms from the COVID-19 injections.
“Will this new call for transparency and accountability….lead to criminal referrals on Dr. Adirim?” Raiklin wrote on Sept. 15, 2026.
The question of criminal referrals remains unanswered, and no committee has publicly committed to scheduling Adirim’s testimony.
An accountability fight with long tail
For Harris, the demand reflects a broader argument that the institutions that carried out pandemic-era policies should answer for them directly, in public and under oath.
Whether the effort produces hearings or goes further, the request signals that the fight over the military’s COVID-19 vaccine mandate — and the memo that underpinned it — is not closing. For the service members and families who bore its consequences, that fight continues to carry weight.
