Report: California Spends $11B on ‘Shadow Welfare System’ for Illegal Immigrants

A City Journal report alleges California has funneled over $11 billion in taxpayer funds to illegal immigrants through public assistance programs, with one family of five potentially receiving $100,000 annually in benefits.

Report: California Spends $11B on 'Shadow Welfare System' for Illegal Immigrants

California has spent more than $11 billion in taxpayer funds to provide illegal immigrants with free healthcare, food, housing, legal assistance, education, smartphones, and even car insurance, according to a new report by City Journal’s Christopher Rufo. The findings, published this week, describe what Rufo calls a “shadow welfare system” that extends benefits to noncitizens regardless of immigration status.

Rufo’s investigation, based on visits to four state offices in Southern California, found that local officials openly acknowledged that illegal immigrants are permitted to sign up for California’s public assistance programs. “Local officials were remarkably transparent,” Rufo wrote. During a visit to a welfare office in Glendale, he spoke with an officer about the Cash Assistance Program for Immigrants (CAPI), a state-funded alternative to Supplemental Security Income that provides monthly cash assistance to low-income noncitizens who are elderly or disabled.

According to the report, illegal immigrants in California can qualify for CAPI, public health insurance, and various tax credits. Their children may qualify for other programs, including CalWORKs and Section 8 rental subsidies. Rufo estimates that a family of five in California—with two illegal-alien parents, two U.S.-born children, and one illegal-alien grandparent—could receive public services worth more than $100,000 per year. The report also revealed that illegal immigrants are eligible for state-subsidized car insurance “regardless of immigration status,” allowing them to drive without fear of arrest for lacking coverage.

Mechanisms to Skirt Federal Rules

Rufo contends that California Democrats have achieved this expansion by creating smaller, locally based programs that funnel state money to avoid federal rules prohibiting tax dollars from going to noncitizens. The state also designates illegal immigrants as “permanently residing under color of law” to extend benefits despite federal proscriptions. Additionally, Rufo notes that state Democrats frequently use the rationale of protecting children to expand benefits to illegal immigrants, and that few of these programs include citizenship requirements.

California is not alone in using such measures. According to Rufo, similar policies are in place in Illinois, New York, and other states. However, California’s spending is particularly costly, the report shows.

The report adds to the ongoing debate over state and federal immigration policies and the use of public funds for noncitizens. Critics argue these programs incentivize illegal immigration and strain resources meant for citizens, while supporters often cite humanitarian concerns and the integration of long-term residents.
