Argentina has handed over a Mexican Navy vice admiral to Mexican authorities, who accuse him of playing a key role in a sprawling fuel smuggling conspiracy that allegedly involved drug cartels, senior military officers, and some of Mexico’s most powerful politicians.
Mexico’s Attorney General’s Office announced the extradition this week, confirming that Vice Admiral Fernando Laguna Farias was in police custody in Argentina before being sent back to Mexico. According to Mexican authorities, Laguna Farias is wanted in connection with ongoing investigations into fuel theft and smuggling linked to criminal organizations, including Cartel Jalisco New Generation and the Gulf Cartel.
The case has drawn intense scrutiny because it implicates not just cartel figures but also members of Mexico’s military and political establishment. Reporting by Breitbart Texas has linked the scheme to top naval and military brass, as well as political elites, including the sons of former President Andrés Manuel López Obrador.
A Scheme Called ‘Huachicol Fiscal’
The fuel smuggling operation, referred to as “huachicol fiscal” in Spanish, involved criminal organizations stealing large quantities of fuel and, with the help of government officials, moving it out of the country. The stolen fuel would then be “laundered” on paper to make it appear as though it had been legitimately purchased, before being smuggled back into Mexico, according to Breitbart Texas reporting.
To evade customs scrutiny, the smuggling organizations used false documents that claimed the fuel was a type of waste product. This loophole allowed the groups to move massive amounts of fuel across borders without raising alarms.
A Moneymaker for Cartels and Political Elite
The scheme reportedly became a major source of income not only for drug cartels but also for Mexico’s political elite. Some of the profits were allegedly used to fund political campaigns for MORENA, the ruling party that López Obrador founded and led until his term ended in 2024.
The involvement of the Navy has been particularly controversial. Two of the main whistleblowers within the Navy’s ranks died under mysterious circumstances, according to Breitbart Texas. Those deaths have fueled widespread speculation that the men were silenced by powerful figures seeking to protect the conspiracy.
Laguna Farias himself has reportedly claimed he feared being killed if he was extradited to Mexico, raising further questions about the safety of witnesses and the reach of those implicated in the scheme.
While Mexican authorities have not provided detailed public statements about the evidence against Laguna Farias or the timeline for his trial, his extradition marks a significant step in an investigation that has shaken the upper echelons of Mexico’s military and political establishment.
