Cuban Diplomat Expelled for Assaulting U.S. Official Gets Hero’s Welcome in Havana

Richard Tur, expelled from the United States after physically attacking a U.S. diplomat at the United Nations, was welcomed home to Cuba as a hero by regime officials who praised his 'dignified' conduct while omitting mention of the assault.

Cuban Diplomat Expelled for Assaulting U.S. Official Gets Hero's Welcome in Havana

A Cuban diplomat expelled from the United States this week after assaulting a member of the American delegation at the United Nations received a hero’s welcome upon his return to Havana, with regime officials celebrating his conduct while conspicuously avoiding mention of the physical attack that led to his expulsion.

Richard Tur, a former member of Cuba’s U.N. delegation, was caught on camera attempting to snatch a phone from the hands of J.P. Freire, spokesman for U.S. Ambassador to the U.N. Mike Waltz. The incident occurred during a contentious period at the United Nations, as Cuban officials repeatedly attempted to disrupt American speakers denouncing human rights violations and corruption by the Castro regime.

Freire shared video footage of the confrontation on Tuesday, showing Tur approaching him on the floor of the General Assembly and physically attempting to grab his phone. According to Freire, Tur later claimed he would have had grounds to sue for privacy violations had the recording taken place on New York City streets rather than in the U.N. chamber.

“The Castro regime once again sought to intimidate clerks into cutting off [Waltz’s] mic for showing the world the dictatorship’s hypocrisy and wealth at the expense of the Cuban people,” Freire explained, noting the irony that Cuban officials were themselves recording throughout the chamber while objecting to being filmed.

Swift Diplomatic Response

Ambassador Waltz confirmed on Wednesday that Secretary of State Marco Rubio had personally signed the paperwork authorizing Tur’s expulsion from the country. The move represented a firm stance from the Trump administration on protecting American diplomats from physical confrontation.

“Just before I came on tonight, Secretary Rubio signed the paperwork to eject the diplomat that thought he could — the Cuban diplomat, the first secretary of their delegation, who shoved and tried to assault one of our American diplomats. He’s gone,” Waltz said during a television appearance. “You lay a hand on an American here in the United States, President Trump, Secretary Rubio, and myself, we’re not going to stand for it. There will be consequences.”

Cuba Reframes the Narrative

Cuban officials presented a starkly different version of events upon Tur’s return Thursday. First Viceminister Gerardo Peñalver Portal of Cuba’s Ministry of External Relations welcomed Tur home as a defender against American imperialism, making no reference to the physical altercation that precipitated his expulsion.

“We received in the nation the young diplomat… who in a firm and dignified manner faced the disrespectful and provocative attitude of the U.S. delegation,” Peñalver claimed on social media, alongside a photograph showing regime officials greeting Tur with a large Cuban flag.

Peñalver accused American officials of employing a “strategy to hamper the vote on the resolution against the genocidal blockade and Richard Tur’s candidacy to an important organ of the United Nations.”

Elite Connections and U.N. Ambitions

According to independent outlet Diario de Cuba, Tur comes from one of the Castro regime’s most privileged families. He is the son of longtime regime diplomat Ricardo Tur Novo and is married to another member of Cuba’s U.N. delegation. These diplomatic postings allow regime elites to escape the economic hardships that ordinary Cubans face daily under communist rule.

The Cuban delegation has been attempting to secure Tur a position on the Consultative Commission on Administrative and Budgeting Matters for the 2027-2029 term. His expulsion from the United States could complicate these ambitions, though it remains unclear whether the assault incident has formally impacted his nomination.

Context of Disruption

The assault was one of several disruptive actions by Cuban officials at the United Nations this month. The communist delegation staged what observers described as “acts of repudiation” — mob tactics commonly used on the island to harass political dissidents — including confrontations on the floor of the General Assembly itself.

Cuban Foreign Minister Bruno Rodríguez participated in attempts to shout down Ambassador Waltz while he spoke at the General Assembly podium, though Tur was the only official captured on video engaging in physical assault against a member of the American delegation.

Declining International Support

The incidents occurred ahead of the U.N.’s annual symbolic vote on a Cuban resolution condemning what the regime calls the American “embargo” — actually a series of economic limitations designed to prevent money from reaching the Castro government while still allowing access to American food and humanitarian aid.

This year’s vote revealed a significant erosion in international support for Cuba’s position. Only 130 countries voted for the resolution, down from 165 just one year ago, marking the smallest level of support since the U.N. began holding these votes in the early 1990s. A record number of countries either voted against the resolution or abstained.

The declining support comes as Cuba faces severe economic challenges. Since January, following the American arrest of Venezuelan dictator Nicolás Maduro, Cuba has lost access to the free or heavily discounted Venezuelan oil that typically helps power generators for the country’s elite. This loss has forced even privileged Cubans to contend with the routine blackouts that plague the island as a result of decades of government neglect of the electrical grid.

For ordinary Cubans, the contrast between Tur’s hero’s welcome and their daily struggles with poverty and infrastructure collapse underscores the gulf between the regime’s rhetoric and reality.
