Convicted Child Rapist Among Those Taken Into Custody

Carlos Angel Zavala, a citizen of El Salvador, was arrested by ICE agents after being convicted of predatory criminal sexual assault involving a victim younger than 13 years old. The conviction occurred in Illinois, which has enacted sanctuary policies that limit local cooperation with federal immigration enforcement.

Breitbart News reported that Zavala was one of several illegal aliens with violent criminal histories taken into custody during recent ICE operations.

DHS Secretary Markwayne Mullin praised the work of ICE officers, saying, “The brave men and women of ICE law enforcement work every single day to remove illegal aliens from our communities.”

Mullin added that the arrests included “murderers, pedophiles, rapists, violent assailants, and other public safety threats,” and declared, “America is now safer with these criminal illegal aliens off our streets. Deporting illegal aliens saves lives.”

Other Arrests Include Convicted Killers and Rapists

In addition to Zavala, ICE agents arrested Daniel Omar Zavala-Castro, a Mexican national, who had prior convictions for first-degree manslaughter and first-degree assault in Connecticut.

Jean Paul Mpanurwa, a citizen of the Democratic Republic of Congo, was also arrested. Mpanurwa had been convicted of rape, felonious assault, and kidnapping in Utah.

Alcius Marckles, a Haitian national, was taken into custody after being convicted of knowingly causing injury and damage to a building and individuals, aggravated assault causing serious bodily injury, and aggravated assault with a deadly weapon in New Jersey, another sanctuary state.

Victor Hugo Casillo-Vallejo, from the Dominican Republic, was arrested as well. He had been previously convicted of robbery with a firearm, aiding and abetting Hobbs Act robbery, and aiding and abetting the use of a firearm in a crime of violence in Florida.

Sanctuary Policies Under Scrutiny

The arrests highlight ongoing tensions between federal immigration enforcement and sanctuary jurisdictions, which generally limit local law enforcement’s cooperation with ICE detainers and requests. Critics of sanctuary policies argue that such measures can allow dangerous criminals to remain on the streets, while proponents contend they foster trust between immigrant communities and local police.
