Spanish Government Delegate to Ceuta Resigns, Citing 'Unfair Pressure' as Migrant Crisis Hits Two Months

The Spanish government’s top representative in the North African exclave of Ceuta abruptly resigned Monday, citing what he called an “unfair pressure” campaign from residents angered by the central government’s handling of a mass migrant influx that is now nearing its second month.

Miguel Ángel Pérez Triano, who had served as the socialist government’s Delegate to Ceuta for the past seven months, announced his resignation in a statement to reporters, according to Breitbart News. He said his recent work had unfolded in a “very hostile environment” that had “taken a huge toll on me personally and on my family.”

“After discussing it with my family, I have decided to step aside and let someone else continue the work that still lies ahead of us,” Pérez Triano said.

He described enduring “unfair pressure, insults, and a smear campaign of rumors and lies,” and said he found it “curious” how “people shamelessly confuse and manipulate the facts when, as a government delegate, I have no authority over most of the issues for which I am being blamed.”

The outgoing delegate also referenced a funeral wreath left outside his office earlier this month. “I have endured a constant harassment campaign, including insults, threats, and even a funeral wreath left at the door of the government delegation office,” he said. “That, too, is violence.”

The wreath carried a ribbon reading, “Rest in Peace. For your Political Death.” It was one of several peaceful protests staged by Ceuta residents demanding solutions to the crisis.

A Resignation Beyond the Delegation

The Spanish news agency EFE reported that Pérez Triano did not stop at resigning his post as head of the Government Delegation to Ceuta. He also tendered his resignation from all other political positions, including his role as secretary general of the ruling Spanish Socialist Workers’ Party (PSOE) in Ceuta.

EFE noted that his departure came just days after he became embroiled in a controversy involving an alleged conversation with his former chief of staff, Gonzalo Sanz. At issue was a message from Spanish intelligence officials warning of the invasion before it occurred. Pérez Triano reportedly testified earlier this month that he was unaware of that message, a claim that led to Sanz’s resignation. Sanz maintained that he had forwarded the warning to the delegate.

According to El Faro de Ceuta, Pérez Triano took no questions from reporters after announcing his resignation. The central government has not yet named a successor.

The Backdrop: Ceuta Two Months In

Ceuta, a Spanish exclave on Morocco’s northern coast, has been at the center of a major crisis since late July, when tens of thousands of migrants crossed into the city from Morocco. Two months later, thousands are still believed to be living on the streets or in “temporary” shelters erected by the central government.

Residents have repeatedly demanded urgent action, pointing to what they describe as a deterioration in their daily lives. The Spanish government’s response, led by Prime Minister Pedro Sánchez, has drawn widespread criticism and sparked mass peaceful protests — not only in Ceuta but in cities across mainland Spain. Supporters have turned out in solidarity with the beleaguered city, at times even during soccer matches.

Government delegations in Spain serve as the central administration’s representatives and supervisors in each autonomous community, exercising central-state functions at the local level. That structure has left delegates like Pérez Triano caught between Madrid’s policies and local fury — a tension he cited directly in his resignation remarks.

With Pérez Triano gone and no replacement announced, the central government faces the dual challenge of restoring calm in Ceuta and addressing the unresolved humanitarian and security situation on the ground. For residents, the resignation may register less as a resolution than as a symptom of a crisis that shows few signs of abating.
