Houston Texans linebacker Azeez Al-Shaair has been fined $11,492 by the NFL for wearing an unauthorized message on his eye black during the team’s loss to the Buffalo Bills on Sunday, according to Breitbart Sports.
The message, written across his eye black, read “Hind Rajab” β the name of a five-year-old Palestinian girl killed during a military engagement in Gaza in 2024. According to the report, Al-Shaair was not fined for the content of the message itself, but for failing to obtain permission from the league, which tightly controls what players may display on their uniforms and equipment during games.
Rajab died in 2024 after Israeli Defense Forces fired on a car her family was driving in Gaza, the report said. Al-Shaair wore the eye black both during the game and in post-game interviews.
A Pattern of Unauthorized Messages
This is not the first time Al-Shaair has run afoul of the league’s uniform rules over eye black. In January, he was fined for wearing a message reading “stop the genocide,” according to Breitbart.
Beyond the eye black, Al-Shaair has used other equipment to make political statements. Last year, he wore cleats bearing the message “Free Palestine.” The report noted the cleats featured a casualty figure for Palestinians killed by the Israeli military that Breitbart described as unverified, and criticized the gesture for omitting mention of the October 7, 2023, terror attack on Israel.
Al-Shaair wore those cleats during a practice at minicamp in July 2025 and again at the press conference following the day’s activities, per the report.
Appearance Fines Not Unusual
Al-Shaair is not alone in being fined for appearance-related issues. As Yahoo Sports noted, David Montgomery was fined for an unauthorized logo on his cleats, and Trent Brown received a fine because his socks did not cover his lower leg. The league routinely fines players for uniform and equipment violations under rules negotiated with the players’ union.
