Norwegian authorities seized a Russian commercial vessel in the Arctic archipelago of Svalbard on Wednesday, acting at the request of Ukraine’s state-owned energy company Naftogaz to enforce a $4.22 billion arbitration award against Russia, according to the Associated Press.
The vessel, the Professor Molchanov, was taken into custody in Barentsburg on Svalbard and is not permitted to leave its current location, Svalbard Governor Lars Fause said in a statement. The seizure followed a court order issued August 31 by the Nord-Troms district court, Fause explained.
The ship is used for commercial expedition cruises, including trips to Svalbard, and is now the latest target in Naftogaz’s global legal campaign to collect on the massive arbitration judgment stemming from Russia’s 2014 annexation of Crimea.
A Long-Running Legal Battle
The underlying dispute dates back to Russia’s illegal annexation of the Crimean Peninsula in 2014, when Russian authorities seized Ukrainian energy assets, including gas fields and pipelines operated by Naftogaz in the region. In 2023, an arbitration tribunal in The Hague ruled that Russia must pay the Ukrainian company $4.22 billion for unlawfully seizing those assets.
Russia has refused to pay the award, prompting Naftogaz to petition national courts around the world in an effort to obtain court orders that would allow it to seize Russian commercial assets wherever they can be found.
Naftogaz CEO Sergii Fedorenko framed the Svalbard seizure as a significant step forward in the company’s enforcement efforts.
“This is another important step towards restoring justice for Russia’s unlawful seizure of Naftogaz assets in Crimea. Russia cannot evade responsibility simply by refusing to comply with an international arbitral award. We will continue to pursue Russian assets around the world,” Fedorenko said.
Putin Responds
Russian President Vladimir Putin weighed in on the seizure on Thursday, characterizing such actions as “acts of state terrorism.” Speaking at the Eastern Economic Forum in Vladivostok, Putin said the seizure of civilian vessels and strikes on merchant shipping fell into that category.
Putin also condemned recent warnings by Ukrainian President Volodymyr Zelenskyy to foreign airlines that flying in Russian airspace would no longer be safe due to Ukrainian long-range drone attacks. The Russian leader linked the vessel seizure and Zelenskyy’s warning, saying such incidents “complicated” the prospects for future peace talks.
Putin further accused Ukraine’s allies of being “complicit in international terrorism” by not speaking out against the seizure and the airline warnings.
The seizure of the Professor Molchanov marks the latest chapter in an escalating international legal and political battle over Russian assets tied to the annexation of Crimea, as Naftogaz and Ukraine continue to press their case in courts across multiple jurisdictions.
